I found this great tool from My-Symbian and it's made by malbry. jPlaylist is a small (3K) Java application and it runs on Windows XP and Vista. Basically, all it does is that jPlaylist creates a playlist of all music files in directory. It's very easy to use and you can get it for free here.
Once set up, you can right-click on any music file on your PC and it will create a playlist of all the music files in that directory. The playlist contains entries of the form:
D:Music(album name)(track name).(suffix)
which are required for UIQ3 phones. Alternatively, you can right-click on a playlist produced by your favourite CD ripping program, and jPlaylist will convert the playlist contents to the format above.
jPlaylist 1.01 creates/edits both ansi and unicode encoded playlists.
